Penner y Associates was founded in 1984 by Vernon Penner, as a full service Mexico Law Firm and as a Latin American business consultant Firm for clientele predominately located in Canada and the U.S. that are doing business or wish to do business with (in) Mexico and Latin America. The majority of our activities are performed in Mexico, although we do assist our clientele in other Latin American countries as needed. In addition to legal assistance, our know how includes local customs, language and business know-how.
THE FIRMS' PRINCIPAL
Vernon Penner , the principal and founder of the Firm, was educated at the University of Sonora and the Faculty of Law at the National Autonomous University of Mexico (located in Mexico City). Having lived in Hermosillo, Sonora and Mexico City for many years and with over more than twenty years of valuable experience in his field, he has acquired affiliate attorney contacts in several parts of Mexico, all of which can assist him, his firm and his clientele in their legal and business endeavors.

Mr. Vernon Penner was selected by the former Arizona Governor Jane D. Hall as a member of her task force addressing consumer guidelines in the acquisition of real estate in Mexico. Most recently. Governor Janet Napolitano has asked Mr. Penner, and he has accepted, to serve on the Real Estate Development and Investment Ad-hoc Committee under the auspices of the Arizona Mexico Commission. Mr. Penner is a member of the Finance, Real Estate and Legal Committee of the Arizona Mexico Commission and has been a member of the commission for over twenty years.
PUBLICATIONS Mr. Vernon Penner has written several books and articles over the years on Mexico, including books on Labor, Real Estate, Business , Civil Remedies for Creditors, The Maquila (or In-bond) Industry, and The Constitutional Guaranty of Property by Foreigners.
PUBLIC SPEAKING Articles and Write-ups about Vernon Penner, have identified him as a well versed and very knowledgeable person on subjects of law, business and the socio-economical and political state of Mexico. As a frequent speaker (including the Arizona State and the National Bar Associations, the Arizona School of Real Estate and Business, The Mexican Real Estate Connection and the Western States Economic Forum, to mention a few), Mr. Vernon Penner has addressed a broad range of pertinent topics, which have included "Nafta and its' Consequences", "Real Estate Transactions - Mexican Style", "Business Transactions - Mexican Style" and "Civil Remedies for Creditors in Mexico".

Continuing Efforts for the Community. Lic. Vernon Penner is presently a member of the Arizona Governor's Task Force on Real Estate Matters on Mexico. We are working toward providing brochures and forms to the public in order for them to make more informed decisions on purchasing real estate in Mexico and in particular Sonora.
